SingPost @ Jurong Point has come a long way since their time lodging around B1, they have since moved to Lvl 2 (next to Koi Thé) with a downsized retail space. Seating areas are no longer provided (which is detrimental for elderly customers who have to wait) but they operate business as usual. Queues get long over peak periods & I have personally seen staff getting shouted at over ICA issues beyond SingPost's purview. Stressful as it gets, the staff there are just trying to stay afloat & not screw up a SmartPac so please do not expect any VIP treatment there. Postal prices have gone up but it still won't eat away your life savings. As for the insurance cubicle, they have been a long-time fixture but not exclusive to the JP outlet. You can still walk out free, & no agent will chase after you. This outlet is more than qualified to help you fulfill your postal errands, but the seats ought to make a return since not everyone has the stamina of a Spartan.
